WSSC – Water Treatment Plant Manager

Our client, a public sector water commission located in Maryland operates some of the countries largest municipal water and wastewater facilities in the country. Because of the unique geographic, political, and demographic issues they have been expanding their facilities dramatically over the past several years and will continue to do so into the foreseeable future. This effort calls for a unique staff that can anticipate future challenges and head off problems, before they become critical. The head of the operations has a hole in his organization which calls for a talented leader with water treatment experience. Ideally this person will have run large water plants, but other comparable experiences will be considered. We are seeking a professional to fulfill our client’s mission, which is to provide safe and reliable water 24/7 to over 1 million residents.

Challenges:

Post 9/11, more scrutiny than ever is being placed on public sector issues. While the odds of an attack are remote the results of such an attack could be catastrophic. This is just one of the ongoing issues facing our client’s organization. More common issues faced would be leadership and institutional control; helping the hand’s on team to be more efficient and effective in their effort; driving and adapting innovative process improvements and demonstrating exceptional technical competency. The plant location, in the relatively affluent area or Potomac, presents an even more unique challenge in identifying the right individual.

Job Scope:

- Manages all related plant operations including, planning, administration, and communications.
- Will oversee all personnel management including hiring, training, disciplinary resolution, and continued professional and technical staff development.
- Confers and makes appropriate recommendations concerning all plant operations.
- Makes recommendations on improvements and participates in future long range planning.
- Approves design and makes equipment/process modifications.
- Participates in emergency duty and management staff meetings.

Education / Experience Required:

- Six years experience in the management of water or wastewater treatment facilities at the level of a Grade 19 or three years of experience in the management of a water or wastewater treatment plant at the Grade 24 level and graduation from college or university of recognized standing with a major in civil or sanitary engineering or related field.
- PE required.
- Demonstrated competence in managing a water/wastewater treatment plant and programs of similar size and complexity.
- Ability to develop new or innovative management systems to advance the performance of programs.
- Proven ability to lead and grow a large group of professionals of different technical disciplines.
- Professional certification by state and/or national organization(s) in professional discipline.
